Panama announced its support for Costa Rica in the dispute it has with Nicaragua for the construction of a trail on the banks of the river San Juan policy.

Panama's government accused the Central American Court of Justice (CCJ) of "distorting his role in the region," after receiving a demand for environmental damage Nicaragua course during construction of the trail.

"Panama feel fully identified with the proposals made by the Republic of Costa Rica, since it does not recognize the jurisdiction and powers of the Central American Court of Justice," said Panamanian Foreign Minister Roberto Henriquez, in Costa Rican couple, Enrique Castillo, after an appointment in Panama City.

"It is extremely serious that the Central American Court distorted its own role and that of the organs and institutions of the Central American Integration System," said a statement reproduced by AFP.

In a press release from Costa Rican Foreign Ministry says the two ministers called for the highest levels of SICA, to "take action on the matter to prevent irreparable damage to the Central American Integration System."

The CCJ, based in Managua, ordered the Costa Rican government to suspend the construction of 160 kilometers rustic road that runs parallel to the river San Juan, after finding "some evidence" of environmental impact to the ecosystem in the area.

The resolution of the CCJ on January 17, rejected by Costa Rica, came after a lawsuit filed in that court by two environmental groups in Nicaragua in December.

Costa Rica is not part of the CCJ and rejects its jurisdiction to hear the case and said the agency show partiality to the interests of the Government of Nicaragua.

Foreign Minister Castillo holds a diplomatic offensive in Central America two weeks to seek support against what he calls a "defamation" of Managua.

Mayor arrested again as more prostitute recruits come forward

Judicial investigators said Thursday they have located three girls and a young woman who were recruited for purposes of prostitution, so they rearrested the mayor of Aguirre and his municipal driver.

They also arrested a second municipal employee, a man and a woman who are connected to the Bar Los Iguanos in Mata Palo.

The arrests came on the eve of a hearing in which prosecutors were trying to put the mayor, Lutgardo Bolaños Gómez, in jail for preventative detention. A judge freed the man when he first was detained in the case Dec. 21. The mayor was greeted by many friends as he left the court building.

Three of the girls who have become involved in the case are between 14 and 15, said the Judicial Investigating Organization.
A fourth person is a woman who just turned 18, said judicial police.

Those arrested face allegations of trafficking in persons who are minors. The mayor faces an additional allegation of distribution of pornography. When he first was arrested, judicial police said the mayor and his driver used a municipal vehicle to travel to low-income areas to recruit girls for prostitution.

The second municipal employee was identified by the last names of Herrera Porras by the Poder Judicial. The administrator of the Bar Los Iguanos was identified by the last names of Acuña Martínez and a woman who worked there was identified by the last names of Campos Quesada, said the Poder Judicial.

The mayor has held the job since last February. The principal community in the Municipalidad de Aguirre is Quepos on the central Pacific coast.

Colombian killed in shooting with AK47 Assault Rifle

A Colombian man died shortly after being transferred to a hospital in Barrio México following a firefight with an AK47 assault rifle in the Tibás neighborhood of Leon XIII. The shooting took place a few meters from a home that authorities raided on Monday in the search for a cache of firearms that were stolen from the transit police.

Foreign diver dies in Coco Beach

An American tourist was pronounced dead on Thursday at a clinic in Sardinal de Carrillo, Guanacaste after diving for several hours at Playas del Coco. Reports are that the 70 year old man, John Rutledje suffered respiratory problems. His body was sent to the Judicial Morgue in order to determine the cause of death.

After Earth stars traveling around locations around San Carlos

Shooting is scheduled to begin on Monday, February 6th and members of the press are having difficulty getting close to Smith. ICT invests ¢ 148 million for international promotion

Illegal software users are exposed to penalties of up to 9 years in prison

Today Treasury paid $ 260 million Eurobond holders

The Treasury Department will make payment of a total of $ 250 million in principal and $ 10.1 million of interest, to holders of ten year Eurobonds marked for maturity in 2012. 2012-01-23, 12:00:00New License Plates For All Vehicles in Costa RicaStarting In June

Starting in June all vehicle owners will have to obtain the new license plates in a program by the Registro Nacional to replace all the existing license plates in the country, for the new and more secure plates that began in circulation this week.

With the printer fixed, the Registro Nacional began issuing the new license plates on Tuesday.
The new plates include an accompanying sticker that must be placed on the vehicle's windshield.

According to the Registro, the new plates are more difficult to falsify.

For now the new plates are issued only as a replacement to a damaged or lost plate and for new vehicle registration. But come June, all vehicles must start changing over their plates, even though the existing are in good condition.

The new plates cost, for the pair, ¢8.000 colones for motorcycles and ¢15.000 for all other vehicles.

Tax On Corporations Still Murky

The new tax on corporations still needs clarification before companies begin paying taxes in April. The tax will be charged by the Registro National (National Registry) every January beginning in 2013, but this year companies will have to pay it in April.

According to a recent article in El Financiero a number of gray areas still exist, primarily the amount of money that will actually be raised, as well as the collection method.

Tax authorities aren't certain how much money will be raised by the new tax, since one possibility is that a number of companies may be dissolves or merged in order to reduce the tax burden. Currently there are 193,129 companies registered with the Ministerio de Hacienda (Revenue Ministry). However the January through March window may see a number of companies that don't have economic activity de-register themselves or merge in order to avoid paying.

The annual tax will be a percentage of the standard base salary updated each semester. For the first half of 2012 the base salary is ¢360,000 colones -- currently about $720. A company that declares a profit or loss must pay 50% of the base salary (us$300), while companies that are inactive economically are required to pay 25% or ¢90,000 colones (us$180). 95% of the funds collected will go directly to the Ministerio de Seguridad Publica to be used for security, but the Executive Branch hasn't determined any specific spending plan.

The office of legislator Francisco Chacon, who is on the Fiscal Affairs Committee, estimates that 30% of the companies will de-register. This would put a big dent in the tax money raised, the Tax Ministry hopes to raise ¢37 billion colones each year.

If you have a company you should take into account the following issues:

Who must pay: Mercantile corporations, subsidiaries of foreign companies, but micro-enterprises and small business are excepted.

When to Pay: As of 2013 to be paid within 30 calendar days of January 1st. This year during he month April.

Where to Pay: In the National Registry, although authorities there hope to ink a deal with the Banco De Costa Rica to collect tax payments.

Amount to Pay: Corporations with economic activity pay 50% of a monthly base salary. Inactive corporations pay 25%.

The Sala IV constitutional court ruled Wednesday that a legislative proposal to tax corporations does violate the country's charter.

The action, announced late Wednesday afternoon, opens the door to final passage of the measure in the Asamblea Legislativa. However, lawmakers, who already approved the plan once, sent the measure back to committee for possible changes.

The measure imposes an estimated $316 tax on every active corporate entity in the country. Inactive corporations would pay half that.

If the legislative committee makes substantial changes, there is a possibility that the measure will once again go to the Sala IV. In Costa Rica, magistrates can get an advance look at proposed legislation and give an opinion.

Three magistrates said that the measure was unconstitutional, said the Poder Judicial in a
  summary. The exact reasons were not given. However, the majority thought the tax passed constitutional muster.

The magistrates also said that the measure was not unreasonable or disproportionate, arguments that opponents had advanced.

This is the tax that President Laura Chinchilla and her administration is trying desperately to have passed. The measure would generate about a $700 million windfall in the first week of the new year.

About half of the money would go toward supporting a new police school, she has said.

Some lawmakers objected to the time lapse when owners of corporations can dissolve them to avoid paying the tax. Others thought that there should be a heavier tax on corporations that are making money.

The measure, No. 16306, is relevant for expats because many have homes and vehicles in corporations at the advice of their lawyers
