Panama announced its support for Costa Rica in the dispute it has with Nicaragua for the construction of a trail on the banks of the river San Juan policy.
Panama's government accused the Central American Court of Justice (CCJ) of "distorting his role in the region," after receiving a demand for environmental damage Nicaragua course during construction of the trail.
"Panama feel fully identified with the proposals made by the Republic of Costa Rica, since it does not recognize the jurisdiction and powers of the Central American Court of Justice," said Panamanian Foreign Minister Roberto Henriquez, in Costa Rican couple, Enrique Castillo, after an appointment in Panama City.
"It is extremely serious that the Central American Court distorted its own role and that of the organs and institutions of the Central American Integration System," said a statement reproduced by AFP.
In a press release from Costa Rican Foreign Ministry says the two ministers called for the highest levels of SICA, to "take action on the matter to prevent irreparable damage to the Central American Integration System."
The CCJ, based in Managua, ordered the Costa Rican government to suspend the construction of 160 kilometers rustic road that runs parallel to the river San Juan, after finding "some evidence" of environmental impact to the ecosystem in the area.
The resolution of the CCJ on January 17, rejected by Costa Rica, came after a lawsuit filed in that court by two environmental groups in Nicaragua in December.
Costa Rica is not part of the CCJ and rejects its jurisdiction to hear the case and said the agency show partiality to the interests of the Government of Nicaragua.
Foreign Minister Castillo holds a diplomatic offensive in Central America two weeks to seek support against what he calls a "defamation" of Managua.
Mayor arrested again as more prostitute recruits come forward

Judicial investigators said Thursday they have located three girls and a young woman who were recruited for purposes of prostitution, so they rearrested the mayor of Aguirre and his municipal driver.
They also arrested a second municipal employee, a man and a woman who are connected to the Bar Los Iguanos in Mata Palo.
The arrests came on the eve of a hearing in which prosecutors were trying to put the mayor, Lutgardo Bolaños Gómez, in jail for preventative detention. A judge freed the man when he first was detained in the case Dec. 21. The mayor was greeted by many friends as he left the court building.
Three of the girls who have become involved in the case are between 14 and 15, said the Judicial Investigating Organization.
A fourth person is a woman who just turned 18, said judicial police.
Those arrested face allegations of trafficking in persons who are minors. The mayor faces an additional allegation of distribution of pornography. When he first was arrested, judicial police said the mayor and his driver used a municipal vehicle to travel to low-income areas to recruit girls for prostitution.
The second municipal employee was identified by the last names of Herrera Porras by the Poder Judicial. The administrator of the Bar Los Iguanos was identified by the last names of Acuña Martínez and a woman who worked there was identified by the last names of Campos Quesada, said the Poder Judicial.
The mayor has held the job since last February. The principal community in the Municipalidad de Aguirre is Quepos on the central Pacific coast.
The Sala IV constitutional court ruled Wednesday that a legislative proposal to tax corporations does violate the country's charter.
The action, announced late Wednesday afternoon, opens the door to final passage of the measure in the Asamblea Legislativa. However, lawmakers, who already approved the plan once, sent the measure back to committee for possible changes.
The measure imposes an estimated $316 tax on every active corporate entity in the country. Inactive corporations would pay half that.
If the legislative committee makes substantial changes, there is a possibility that the measure will once again go to the Sala IV. In Costa Rica, magistrates can get an advance look at proposed legislation and give an opinion.
Three magistrates said that the measure was unconstitutional, said the Poder Judicial in a
summary. The exact reasons were not given. However, the majority thought the tax passed constitutional muster.
The magistrates also said that the measure was not unreasonable or disproportionate, arguments that opponents had advanced.
This is the tax that President Laura Chinchilla and her administration is trying desperately to have passed. The measure would generate about a $700 million windfall in the first week of the new year.
About half of the money would go toward supporting a new police school, she has said.
Some lawmakers objected to the time lapse when owners of corporations can dissolve them to avoid paying the tax. Others thought that there should be a heavier tax on corporations that are making money.
The measure, No. 16306, is relevant for expats because many have homes and vehicles in corporations at the advice of their lawyers
